The Burnsville Township Board of commissioners met in August 1961 to map strategy to deal with Bloomington's attempt to annex 160 acres from Burnsville Township, acquiring a large chunk of the river valley and northern states powers black dog power plant in the process.The civic groups were formed to stop at Bloomington's actions.
